What is Saksham Youth Scheme?

“Educated Youth Allowance and Honorarium Scheme-2016” was approved by the Government of Haryana to provide monthly unemployment allowance to educated youth and honorarium to eligible 10 + 2 / graduate / postgraduate applicants. It is popularly known as Saksham Yuva Yojana (SYS).

Saksham Yuva Yojana will be implemented from November 1, 2016. The main objective of this scheme is as follows:

A) The objective of this scheme is to provide unemployment allowance and honorarium to eligible youth.

B) Under this scheme, allowance is given to eligible educated unemployed youth of Haryana for upgrading their skills.

C) The eligible youth who wants to establish their employment or self-employment in any field, according to their choice and eligibility, can develop their skills in that area as well as honorarium will be provided to them.

Parts of Saksham Yuva Yojana:

This scheme is divided into two sub-plans: –

  • Unemployment allowance
  • Honorarium scheme

Unemployment Allowance Scheme and Eligibility

This scheme is in line with the ongoing unemployment allowance scheme. According to 01-11-2016, the minimum qualification of the unemployment allowance has been changed from 10th pass to 10 + 2. Another eligibility for this scheme is as follows

  • The applicant must be a resident of Haryana origin.
  • Applicants who are only 10 + 2 or graduate pass should be registered in the live register of any employment exchange in the state on November 1st of the year for a minimum period of three (03) years. If not already registered, the postgraduate / graduate eligible applicant can now register on the department website hrex.gov.in.
  • The age of the applicant should be between 21 years to 35 years.
  • The applicant should not be an employee discharged from government service.
  • The applicant should not be in any type of employment such as public/private sector / semi-government or self-employment.
  • The total annual income of the applicant’s family (including all means) should not exceed three lakh rupees (3,00,000/-).

Unemployment allowance according to eligibility

  • Under the new scheme (as on 01.11.2016) the minimum qualification is 10 + 2.

  • Applicant should have passed 10 + 2 examinations or matriculation followed by two years certificate/diploma from a board recognized by Haryana Government.
Graduation1500/-
  • Applicant should have passed a Bachelor’s degree or 10 + 2 followed by a three-year certificate/diploma from a University recognized by the Government of Haryana.
Post Graduation3000/-
  • The applicant should have a postgraduate degree from a University recognized by the Government of Haryana.

Honorarium scheme and eligibility

An additional amount as an honorarium to the eligible 10 + 2 / graduate / post-graduate unemployed youth in various departments/boards/corporations / registered societies etc. of Haryana Government for up to 100 hours of honorary assignment in a month up to a limit of Rs 6,000 per month Will be paid The honorarium will be given for a maximum period of three years (36 months) or up to the age of 35 years. The eligibility conditions for this scheme are as follows: –

  • The applicant must be a resident of Haryana origin.
  • Applicants who are only 10 + 2 or graduate pass should be registered in the live register of any employment exchange in the state on November 1st of the year for a minimum period of three (03) years.
  • If not already registered, the postgraduate / graduate eligible applicant can now register on the department website hrex.gov.in.

  • Applicant must have a Master’s degree (Regular) from a University recognized by the Government of Haryana.

Documents required to apply for a Saksham Yuva Yojana

The following documents are required to apply for Saksham Yuva Yojana: –

  • Aadhar Card
  • Haryana original residence certificate
  • identity card
  • Educational Certificate (10 + 2 / Undergraduate / Postgraduate)
  • Bank account
  • Income Certificate (Latest)

Apply for Saksham Yuva Yojana

  • After registration in the employment exchange, you can visit the official website https://hreyahs.gov.in/ for Saksham Yuva Yojana.
  • Click ‘Saksham Yuva’ in Login / Sign-in.
  • After this, click on ‘SignUp / Register’ (login directly if you are already registered)
  • Now you have to select the eligibility category and click on Go to Registration
  • After filling in all the information sought carefully, click on ‘Register’ and the information sought is

Track application status

Once a successful application, the applicant should take the following steps to know the status of their application: –

  • Go to the official website of Saksham Yuva Yojana https://hreyahs.gov.in/ and click on ‘Applicant Details
  • After this fill in all the necessary details (eg: district name, educational class, educational qualification, gender, etc.)
  • Then click on the ‘Search’ button
  • The page of the search result will appear on your screen (with the keyboard, press ‘Ctrl + F’, search your name or other details)
